Where programmes fail — and how we prevent it

The contractor's programme is optimistic

Submitted schedules often lack resource logic, critical path integrity, or contractual compliance. You need an independent expert who can tell you what the programme actually shows — and what the risk really is.

A delay has occurred — who is responsible?

Establishing entitlement under FIDIC or NEC requires precise, evidence-backed programme analysis under the SCL Protocol or AACE Recommended Practices. Retrospective delay analysis is a specialist discipline — not something to be left to the site team.

Inadequate in-house project controls capability

Without dedicated project controls resource, stakeholder reporting becomes reactive, float erosion goes undetected, and cost overruns arrive without warning. MFZ provides the capability without the overhead.

Full-spectrum project controls,
from baseline to closeout

Every service is delivered by P6-certified professionals with hands-on UAE construction and infrastructure experience.

Tender Baseline Creation

Tender-stage programme development that strengthens your bid — realistic, logic-driven tender baselines aligned with the tender documents, method statement, and key contractual milestones, ready to convert into the contract programme upon award.

What sets us apart

P6-Certified Professionals

Every project is led by a Primavera P6-certified engineer — not delegated to a junior resource after sign-off.

FIDIC & NEC Expertise

Deep understanding of programme submission obligations, notice provisions, and EOT assessment criteria under both contract families.

Independent & Impartial

No contractor affiliations. Our findings are based on data, not relationships — giving clients a true picture of programme status.

UAE-Specific Knowledge

Hands-on experience across UAE construction and infrastructure projects — including developer, government, and private sector environments.

Rapid Mobilisation

We can deploy at short notice — critical when delay events occur and programme analysis is needed quickly to preserve contractual entitlement.

Clear, Actionable Reports

Deliverables are structured for decision-makers, not just schedulers. Every report leads with findings and recommendations, not raw data.

Commercial Awareness

We understand that schedules have contractual and financial consequences. Our analysis accounts for the commercial context — not just the programme logic.

Confidential & Discreet

Client information is handled with the highest level of professional discretion. We do not cross-reference client data between engagements.

Common questions

We build, manage, and audit construction programmes — the schedules that govern when work must happen and who is responsible for delays. We also provide performance tracking, cost-schedule integration, and delay analysis for claims and disputes. Think of us as the team that keeps the project's time and cost data honest, independent, and contractually defensible.

Primavera P6 is the industry-standard scheduling software used on major construction and infrastructure projects worldwide. Most FIDIC and NEC contracts — particularly on government or developer-led schemes in the UAE — require programme submissions to be produced in P6. MFZ holds current P6 certification and uses it as our primary scheduling platform.

Yes — retrospective delay analysis is one of our core specialisms. Working under the SCL Delay & Disruption Protocol or AACE International Recommended Practices, we conduct as-built programme reconstruction, Time Impact Analysis, Windows Analysis, and other methods, establish the critical path at the time of delay events, and produce the programme evidence needed to support an Extension of Time (EOT) claim or defend against one. The earlier we are engaged after a delay event, the better — but we can work with historical data even on completed projects.

We work with both — but never on opposing sides of the same contract. Our services are available to main contractors, subcontractors, project management consultants, developers, and employers. When we are engaged for independent schedule review or audit, our role is explicitly impartial, and we maintain that position throughout the assignment.

For most engagements, we can commence work within 48–72 hours of scope confirmation. For urgent delay analysis or notice-driven schedule submissions, we can accommodate same-day or next-day starts where required. We understand that construction timelines do not wait.

At a minimum: the contract (to identify programme obligations and milestones), the Bill of Quantities or scope of work, and your intended method of construction. Drawings, subcontract packages, and procurement logs are also valuable where available. We will conduct a structured data collection session at the start of every engagement and advise what is missing.

Yes. Ongoing retainer engagements are available for clients who require a dedicated project controls resource on a monthly or part-time basis. This includes progress updates, revised forecasts, stakeholder reporting packs, and as-built recording. Retainer arrangements are typically more cost-effective than project-by-project engagement for active sites.

A Time Impact Analysis is the prospective delay analysis method most commonly required under FIDIC contracts when an EOT claim is submitted. It models the impact of a delay event on the current accepted programme to demonstrate the resulting delay to the completion date. MFZ prepares delay analyses — Time Impact Analysis, Windows Analysis, and other methods — in accordance with the Society of Construction Law (SCL) Delay & Disruption Protocol or AACE International Recommended Practices, as your contract and dispute forum require.

Yes. MFZ Project Controls is registered and licensed in the UAE, and we support projects across the UAE and the wider GCC. For remote project locations, we work efficiently using digital collaboration and schedule-sharing platforms, with site visits scheduled as required.

MFZ is a licensed professional consultancy — not an individual contractor. Engagements are backed by professional indemnity, formal deliverables with traceable methodology, and a team that understands the commercial and contractual consequences of schedule decisions. We do not produce schedules in isolation — we provide programme management: the analysis, reporting, and expert advice that turns a schedule into a project controls tool.
